How to add viewport in autocad paper space

How do I activate a viewport in paper space. I have PS layout that is 36x24 I made circular viewpors from circle objects within the page. When I try to activate them by double clicking inside the circles it only activates the main page viewport. Obviously I'm doing this wrong.
